Because Alonso is friends with Loeb so no matter how bad Sam's comic sells he will always get a push from Marvel.
Also Brevoort loves pissing off Rich Rider fans and he dislikes the character and says Rich isn't coming back as long as he has a say in it.
And you can also blame/thank DnA since them killing Rich is what gave Loeb the idea to create Sam (who admittedly is a good character but not because of Loeb) not to mention they took him out of Secret Avengers which Brubaker wanted to keep him in (although that first arc with Rich was bad).
At this point the only thing that can bring Rich back is certain people in the upper management fucking off or someone in the MCU taking an interest in the character (like Nicole Perlmam who included him in her GotG script) and wanting to do something with him.
