Efforts to improve revenue grow, and that leads to trying new things. Some stick, some don't.

Depends on the shot, but with this scene it looks like they drew the shot and then zoomed into it digitally. I Disney was pretty good at subtly merging digital and traditional animation at this point (the stampede was animated digitally, as were the Hun hoard in Mulan).
Some scenes, like the zoom out of Frollo in the Hunchback of Notre Dame were still done traditionally though. Which means dudes were just drawing Frollo progressively smaller.
