I disagree. You can justify anything afterwards with no efforts, and also justification don't make the initial scene any better.
Example of Classical Deus Ex Machina in Greek Tragedy: Zeus comes down during the last act because he's getting tired of those mortals fucking around and he's put them intheir place.
Explanation afterwards: He's the almighty Zeus, he sees everything and do as he pleases. Ergo perfectly justified. But it's still bullshit.
The deus ex machina is solving a problem with an element that wasn't here (or even hinted at) before. That's sufficient.
Look at bad crime novels, you can usually spot them because they solve the mystery with an element that wasn't available to the reader (usually in the form of a letter that excludes anyone but the perpretator). Again, the deduction is perfectly justified afterwards (as explained in the letter), but that's still awful writing.
