The matter in which the costume is made depends on the artist and most of the time it doesn't shine like latex does.
But I agree, it's not supposed to be practical.
For me superheroes costumes are like tuxedos and dresses in red carpet parties, they're for the show.

A superhero's suit kind of reflect its personnality and Carol's personnality is different in KSD's run, so this suit probably suits her better.
Let's just not dismiss the old one. It's up to the artist to make a suit works in most situation.
