Fred Fredburger wasn't that bad. The showrunners knew to keep him in short doses. It was really the advertising that pushed him. Plus he was only the sole focus of one and only one episode.

I'd argue it was less of a trainwreck and more of a long crash people just couldn't deny anymore. Mabel's had problems for a long while now but enough signs existed that she was gearing up for character development in the end that people still liked her. The fact that the second to last episode of the entire show confirmed she wouldn't ever develop as a character or learn over her own flaws destroyed the opinion of many of those willing still on the fence.

Chowder didn't really get hated all that much. There were some episodes where he became flat out retarded, or an asshole. It really depended on Carl's mood.
Probably the worst episode in this case was The Dinner Theater. He thinks the character Gazpacho is playing as is a real serial killer, and fucks up the whole play they're making.
And it's one of the few episodes where Panini isn't thirsty as fuck for him (Well at least not that much), and he treats her like total shit anyway.
