This happens surprisingly often with women characters. Like how Sue Storm started being described as the most powerful member of the Fantastic Four (in the '90s) and then was described as more powerful than all her other teammates put together (in Waid's run). And let's not even get into talking about poor Scarlet Witch.
There's an overcompensating factor that makes writers/editors want to show that a woman character is awesome because she's UBER SUPER POWERFUL, even though it makes no sense - we don't identify with characters based on how powerful they are. Spider-Man is not the most powerful anything.
There's a similar overcompensation that goes on with non-powered heroes like Batman, who apparently can't be considered cool unless they can beat every superpowered character ever.

But the thing is, there's nothing wrong with Carol having a butch haircut. She's fucking military for Christ's sake, and the type of person to really lean into that lifestyle. The problem with Carol isn't the costume, or the haircut. Frankly, she looks the best she has in years. The problem is in the absolute wooden fucking plank of a personality that she has right now. The problems she had as Ms. Marvel, her alcoholism, her strained relationships with her teammates, her willingness to kill at the drop of a hat (and enjoy the shit out of it), and her unyielding obedience to the rule of law, all made her a very interesting character. Carol is very powerful and has a great skillset.
her biggest problem is she simply isn't excellent mentally, not even close.
she has always lacked in Willpower and drive and skill, she has incredible mental roadblocks and deficencies which keep her from truly mastering her powerset.
she's too flawed to ever be as great as she could be, she can't even maintain the connection to a White-Hole to keep her Binary Powers, something someone like Doom would have figured out years ago with the same power.
Yes, she's a very physically strong character.
Yes, Energy Absorbing powersets are both OP and underutilized for her.
But there's one main problem with Carol's exact approach to her problems.
