It's from Osvaldo Cavandoli an italian pioneer animator, it was a popular scketchs epididose series and several commercial, here in Italy about Lagostina, a firm of kitchens furniture pans and so on.
On a side note the gibberish the caracter sprout are actually a very strict version of the dialect from Milan, the city where the autor lived.
