Actually the lack of use of Sally is due to Paul Jenkins and Joe Quesada being obscenely butthurt that fans shat all over the scene as they flat out felt Sally's bullshit was right and Cap deserved to be mocked like that.

The ban on Sally being used was due to a bit in Avengers Initiative where Dan Slott had Sally being a bitch at a press conference and Henry Gyrich, immediately after the press conference, basically ordering the IRS assrape Sally come tax time by way of demanding a full-on audit of her in retaliation for her being a horrible human being.

Jenkins threw a shit fit so it was decided that writers could not outright use Sally (OR write a scene where Sally is called out for her bullshit, either by Cap or his friends in person) without his permission and Slott had to kiss ass just to use her in Brand New Day Spider-Man, promising he would not have her get retaliated against for what happened in Frontline.
