It depends on her ultimate motivation, really.
If that that was sufficiently in line with her character, I would not put outright villainy past her.
Remember that Silk is still trying to figure that out.

Lee's art is ideal for this type of character/book, if you ask me. Her resume is pretty small, but if Marvel wants to target certain demos (younger women) with certain books (like Silk, Ms. Marvel) with certain themes (like self discovery), then I think Lee's style is much more conducive to a better reading experience.

Which is also wrong, of course. Even if you discount Kamala (because Pakistan isn't in Asia, apparently) and Cassandra Cain (because she's half white), Jubilee - as you stated - had a short-lived solo as well. But most people don't know about that.
IIRC, Fox News interviewed someone from the Asian-American community about this topic when Silk got her own title. He immediately went about correcting them, and the Fox News guy had this unspoken look of "Look, I really don't give a shit, just fill up this three minute fluff piece and we can move on with our lives, okay?"
