It was originally on a police officer named Patrick Mulligan, but they killed him off really quickly, and the Toxin symbiote just floated around for a little while until it was revealed that Crime Master had gotten it. He kidnapped Eddie Brock, by then not Venom anymore, and forced the Toxin symbiote onto him. Now the government has him captive I guess

and yet for most of symbiote history that hasn't been what we've gotten. Venom was 90% Eddie, Carnage, well Cletus and the symbiote have almost the exact same personality anyway. Mac Gargan most of what he blamed the symbiote for was his own psychosis, which was interesting in its own right but besides the point. Most other times the most we get is 'the symbiote doesn't like this'.
It's funny how in Agent Venom was when that symbiote showed so much agency and even advancing its own despite being too drugged to communicate most of the time
