Squidward, as much as he is relatable, is a giant asshole for no particular reason. Sure spongebob and his friends are annoying, but Squidward is a complete buzzkill for no other reason than the fact that he's a mediocre artist who has entitlement issues.
Benson, on the other hand, is just trying to do his job. He's uptight and and a bit of a loser, but he's not entitled. He's just working a dead end job with slackers and weirdos who at the end of the day could give less of a shit about their job. He's supposed to be keeping everyone in line, but instead is greeted by shitty work ethic. That would drive me insane too.
tl;dr. Benson. He's the manager at a shitty job just trying to keep it all together. Squidward is just an entitled asshole.

Don't question the laws of the SpongeBob Universe. When Squidward quit his job he lost his house because he isn't destined to do anything else with his life however, this is inconsistent considering Squid has quit his job multiple times but there could be a probability he didn't really mean it
Not to mention Mr Krabs practically pays SpongeBob and Squidward nothing to work so its essentially almost slave labor. SpongeBob even openly admits he makes close to 1 penny a year.

My higher up in charge of promotions was a blatantly racist nignog, I'm Mexican, by the way, and when it came time for a new management position, despite me busting my ass every day to move up he promoted the only nignog who asked for the promotion, a dude from Haiti who spoke 3 words of English who couldn't manage a sentence let alone 50 teenage dindus.

While Benson is less deserving of what happens to him, Squidward is a much more relatable and realistic depiction of someone who has a terrible life.
Also Benson is in a position of power unlike Squidward and actually could fire his annoyances. I've only seen a few Regular Show episodes past season 1 though so I don't know if Benson changes much.

Squidward (going by his original characterization here) is an entitled asshole who only hates Spongebob so he'll have someone to blame all his problems on, expects success to come to him, and is a hypocrite, openly antagonizing people.
I'm probably gonna go with Benson. He ultimately respects Mordecai and Rigby as people despite being lousy workers.
Squidward goes out of his way to piss on Spongebob's cornflakes then goes right around and blames everything on Spongebob when things go pear shaped.

Squidward might've started out as a bit of an asshole but as the seasons progressed he became subject to Spongebob and Patrick's constant charade of torture. He also became a sympathetic character mainly because he was just trying to get by in life and tried all the time to avoid Spongebob's constant irritation which even the audience got fed up with
