Y'know i'm starting to believe Cartoon Network isn't really in any kind of financial trouble at the moment so it begs the question why we're still following the "Show has to be less than 11 minute formula."
I get that if its 11 minutes it can play 2 episodes at once but nothing is inherently bad about posting a 22 minute solo cartoon. In fact most Action shows need 22 minutes to tell a story so you can chalk this up as CN is lazy and selfish toward its viewers.

Nah. That's not how it works. The Viewership is a separate concern they make their money off the commercials and chances are there are about 2-3 minutes of commercials per 11 minutes.

Apparently it's more difficult/time-consuming to do a 22-minute episode if your show is storyboard-driven rather than script-driven, which is the case for many of the 11-minute shows.
Don't know if that applies to all of them, but that's a specific reason that's been given.

Cartoon's don't have any sort of visual marketing. Its based more solely around the ideal of "hey if this show is shit to someone else its profitable elsewhere."

Not really. If ratings aren't significantly less for reruns than new episodes, it can be more profitable to stop making more. You can potentially make more on DVD or digital sales, but those sorts of sales are typically negligible and don't factor in as heavily (especially when you can just repackage old episodes into new DVD sets based around themes or characters).
At some point there are diminishing returns where putting more money into a show will not generate more money.
