The only fictional universe with better developed vampires than Type-Moon is WoD, contrarianism, from people who don't actually know the material, borne from Type-Moon's newfound popularity and UBW-backlash, notwithstanding. This is true in spite of all of my searching to prove otherwise. Normally vampires have nothing creative going for them, or the author fucks things up by making most of them sympathetic. Type-Moon vampires are monstrous killing machines who regularly purge entire villages.
Originally, I saw the OP image and thought I was on /a/. If the question is which anime or manga has the best vampires, then Type-Moon is the easy answer. I like Hellsing vampires (because they're fucking vampires and terrifyingly kill innocent people in droves), but they're mostly just incompetent human fodder with freakchip implants, and Jojo vampires fall into irrelevancy post-Part I.
Others, like Supernatural Vampires, are a mixed bag. Weak shits and most of them are very young (which lowers their experience and thus threat level and dilutes their inhumanity); vampire episode in Season 6 was really good, though, and one of the few legitimately dark and creepy episodes since Season 1. Anne Rice vampires are nice, if you ignore everything after Interview, when she turned pretty boy Lestat into an anti-hero, due to his popularity. It's annoying that you can trace much of the wussification back to her, though.

Bram Stoker's original incarnation of Dracula could fly, turn into wolves, turn into bats, turn into mist, could mind control people, turn them into slaves, had access to centuries of experience to outwit Van Helsing, and had the strength of ten men, making him the most powerful being in his setting, and a both a worthy and frightening opponent against Johnathon's group. Big fan of WoD here, old and new (Played Masquerade, Requiem, Wraith, both Werewolf games, both Mage games) and I've got to say that their vampires draw heavily from The Vampire Chronicles and modern vampire works of fiction. The worldbuilding with the clans and everything is fantastic but not exactly groundbreaking. I think Werewolf is a much more original setting.

The way it works in Masquerade, you can temporarily "activate" your dead organs by pumping bloods in them (= spending a blood point). So you can temporarily conjure a healthy blush, a heartbeat, or breathing, or else, at the expense of blood. So apart from orgasms (and if you did, you'd shoot blood from your penis like in the Cannibal Corpse song) you can technically make it work.

Given that they're officially made of stone I feel they were supposed to be closer in appearance to marble statues, which would be less liable to glint in the absence of sunlight.
