Dunno. There's the scene. Howard the Duck came out in 1986, the PG-13 rating was introduced in 1984. It was created at the suggestion of Spielberg after complaints over the violence and gore in Indiana Jones and the Temple of Doom and Gremlins. He suggested that there should be an intermediary rating between PG and R.

I guess the system hadn't really solidified yet when Howard the Duck came out. Any breasts at all would certainly have been at least PG-13 in the 90s when the ratings were stricter. The ratings had been less strict in the 80s in general.

The problem is that a lot of really unpleasant people believe that the fedora will confer dignity which otherwise doesn't exist. If a man has dignity to start with, the fedora looks classy and suave, whereas if he looks like a greasy fool, the fedora will only accentuate this fact.

Hats were incredibly common because they were convenient to shield yourself from the wheather.
It only became pointless when people started to spend their entire days inside, which is a relatively recent development, and then it took some time to become phased out of fashion.
