Pilot was cute, but then it leaned really really hard on lolsorandom humor. It could have been a really harmless, relaxing cutefest but it just got really fucking annoying.
They pretty much sculpted the humor to sell merchandise, because tumblrites would just HAVE to have a cleavage crab shirt or plush.

I say all of what I'm about to say without any real confirmation going based on pure speculation.
But a while ago there was a video that showed the crew behind the bee and puppy cat show.
They were all really good friends and pretty young too, nobody was even close to 40.
So what I imagined happened was everybody was afraid of stepping on every bodies toes. Creative projects need to have a hammer, someone that says "this is the plan, we're sticking to it and that's not going to change"
But when everybody on staff is your friend, it's hard to say no. Couple that with the fact that more than likely, nobody really knew how to budget properly and you got yourself a recipe for disaster. Especially with a group that was in over their head.

Wrong, they used lot of 80's 90's stuff, but the show is still their own show and it doesn't rely on references for their jokes.
For example.
Simpsons tree houses of horror shorts are nearly all based on a movies/twilight zone. But it's not pandering or cashing in. The rest of the show was like that too (early on anyway)
Family guys jokes depend on you knowing the source material (like that awful time they litterally did the A-team opening shot for shot but with FG characters instead)
RS is like that as well. You may not like the jokes, but they are their own jokes and don't 100% rely on you getting the reference in order to create comedy.
RS isn't pandering, it's making references and writing for an audience in their early/late 20's
