By the end of the season I thought Hiroshi was a better example of an equalist than Amon. Where he went wrong was being so dedicated to removing benders that he tried to murder his own child, forgetting the reason why he was on the anti-bender crusade in the first place.
He could have been a great villain if instead of mellowing out he only embraced that hatred further. Maybe have him escape during the confusion from kaiju-unalaq attacking republic city, then have him rebuild the equalists in secret throughout season 3 as a response not just to benders but to the encroaching spirits as well, finally become a full fledged villain in season four matched up with a non-bender version of kuvira who had fulfilled the same role of pacifying the earth kingdom.
Then for the last season you get fascism and modernism Vs. the traditional way and spiritualism. have Asami and Varrick represent the positives of modernism and throw in some villainous spirit types to show the negatives of tradition and it would have been pretty good I think.
