Actually, Ripjaws was almost always very effective even when he wasn't swimming. As long as he could splash water on himself every few minutes, he was still a large, agile alien with jaws that could rip through steel. Generally, he only failed against foes like Vilgax or that giant planet-eating thing from the Cannonbolt episode, who could brush aside any of Ben's transformations with ease.
