Basically. Reading the art book and interviews, MoS was largely Nolan and he brought in Snyder to execute his vision. There's been a massive tonal shift from Nolan inspired grittiness and realism to the more full blown embrace of their comic background when Flash debuted in 2014. Incidentally, that's slightly after when Batman v Superman started filming. It looks like it's just now, with multiple shows like Supergirl and Legends that we're seeing DC's strategy to set themselves apart. Hell, even Suicide Squad has sone kind of mutated monster soldiers that are probably warped by Enchantress' magic.
Snyder is a really good choice for this sort of filmmaking. He's really visually bombastic and so long as he's paired with good writers he'll be fine. The movie industry has changed a lot and the only things that are really viable nowadays are spectacles. BvS feels BIG. Justice League is bound to feel BIG. And considering they're going full blown comic book with aliens, genetically created clones and monsters, gods, and actual magic in Suicide Squad, they're fully embracing their comic side. The TV stuff is for serialized storytelling, like comics are meant to be. The movies are events and spectacles to draw people in.
