Why shouldn't he have? He was a crime lord with limited influence and he sunk most of his resources allying himself with a demon dragon that had no intention of keeping his end of the bargain. He trusted the talismans to his incompetent goons and lost them and the next major villain to replace him after the demons was a malevolent wizard of considerable power, followed by a japanese demon and then Shendu's loser demon son.
He's just plain outclassed by legitimate threats.
