Its alight for Characters like FemThor or Supergirl who are super tough. For the more delicate characters, loose, long hair bothers me, on any character, not just female. I think showing them with tightly braided hair under the helmet would look pretty badass too. Also short hair looks pretty professional too.
Though admittedly I don't really care much for rule of cool.

It's a program called xnalara, something similar to source film maker. You can pose the models and then export it in .obj to blender or another 3d software. But I think you can export the model with it bones to animate.
