To be fair, they were kinda forced to. By the time the second season had hit, alongside The Batman's fifth season did, the execs ran some focus testing. They found out children didn't like Bouncing Boy, so they forced the showrunners to reduce his role. They also reduced the role of other female characters, which is why Saturn Girl is in a coma for half a season and they scrapped the whole season plot with Alexis Luthor to use Braininac 1.0 instead.
Meanwhile, The Batman became a "No Girls Allowed" show, with Batgirl's role being reduced severely and a sausage fest Justice League.

Probably the only outright bad Legion runs are maybe 5YL (Five Years Later) era after Giffen leaves, Shooter's Threeboot, and Levitz's pre-Flashpoint/new 52 run. Though the Secret Origin mini from Levitz was mostly ok.
For the original Legion the best stuff is probably Levitz's two runs. Maybe Shooter if you don't mind silver age. Then for the Reboot (post-Zero Hour) the best part of it is the DnA run, but the Peyer stuff before it is pretty cute. Threeboot (starts around Infinite Crisis) is good until Waid leaves. Johns Retroboot (sort of brings back the Legion from around COIE) is mostly good too but he kind of bailed to do Blackest Night before he developed whatever it was he was planning.

The point of Kel was that he had Superman's power but none of his humanity, he was created to be a weapon with one target, Imperiex.
His whole character arc in the second season was living up to the legacy he represented and becoming a true hero who cared about other people more than his mission.
Despite his super edgelord exterior, I found him to be a likable character. His development really shown through in the episode he has to protect a kid from some bounty hunters.

I cherished the few episodes that actually had both of them.
When I first watched Power puff girls as a 7 year old my dad told me to watch a different show or I can turn the T.V off.
