Because it's actually pretty cute. It has a nice slapstick Looney Toons quality to it that you don't see much in Western cartoons anymore. I'm not calling it great, but you can down three or four episodes in a shot like popcorn and enjoy yourself. That makes it a natural for YouTube viewing.

Kids do actually watch this.
My two year old nephew loves this and will always point it out when he sees it on the youtube suggestion list.
I've watched two episodes myself and it's pretty fun. It's like a less violent Looney Tunes.
I'm not sure how it got to a billion views, but I do know that the language barrier means nothing to kids.

There are many Russian shows (Cheburashka comes to mind as an example) that are quite popular in China, Japan, India and in many of the countries that were part of the old soviet block. You can probably easily find more than a billion peoples(with internet/tv access) in those countries combined, also since many of those countries media network have a limit on the numbers of foreign shows accepted into their schedules, so they tend to go with the series that have already passed the gov test and requirement (like the show of OP pic, which have been around since 2007, implied it has passed the test of whatever gov organization that act as these countries BS&P ), it make the whole process a lot easier for both side involved.

Hell, just to take that into consideration, did you know that the semi-final of 2011 cricket world cup between India and Pakistan got a total of 1 billion viewer, more than the actual final!

As a kid I really loved Cheburashka and Nu pogodi! Also that Japanese Cheburashka ain't half bad either.

But yeah if you combine those countries together, that many views don't seem out of the question.

Here in Croatia Maša is the only example of russian media that is popular since I was a little kid. And there's everything - coloring books, stickers, picture books, DVD's etc. I think it's just something Americans weren't aware up until now.

From our perspective it seems baffling, but only briefly. Maša is cute, everything is nice and colorful and some mischief is always going on. Little kids love that and I'm sure you can understand why. It's really no big mystery.

The true mystery is why stuff like Teletubbies was so mega popular. That thing gives me the creeps and makes me believe in MKultra brainwashing/programming via media.

Also Slavs are everywhere. There's a whole lot of us. Maša can be a little Polish girl, a little Russian girl or a little Croatian girl by the virtue of our common heritage. She basically acts and feels like a little slavic girl, so kids identify with her. Even her modest clothes are something within living memory and can be seen worn by our old women.

The age of the Slav is upon you. Embrace it or perish.

I imagine that nursery's and the like have them on a playlist loop of lullabies and inoffensive shows with no voice acting that any country can understand (The girl and bear one is actually a wonderfully well done one to it's credit).

These then just keep playing in multiple places around the globe, 24/7, slowly ticking up the view counts. Same goes with parents at home with kids, they stick a pre-set Youtube playlist on instead of the TV (If you have younger siblings, you probably remember a phase where they just watched the same thing over and over and over and over). That way, the parents control what is aired.

When it hits a high enough amount, people will just click it out of curiosity to see why it got so many views.
