It's a king Arthur kind of thing where the land is tied to the life of the king. In the legends of arthur, when he abandons his cause and Mordred rises to power, the fields go fallow and sickness runs rampant. Similarly, the pride lands go to shit when scar fakes over because the true king is simba, hence the rain when he returns

Nope.
Mufasa and Simba are the rightful kings. Scar was not the heir or the original king, so the land wept and became dry. With the throne restored, the land lived again.

It was that he refused to do the normal thing predators did when it happened. Move out of the pride lands to other hunting grounds.
This was the main complaint Simba's mother brought up to him. Remember there was a fucking Jungle with lots of animals not too far away that Nala found. Presumably she was sent there to hunt because that's how far they had to go for food because Scar refused to move the damn Pride(because of his pride)
