The most meta part of the show was that in the setting, curse words are illegal, and they were always bleeped. Nudity and porn are illegal, and all of it was censored to hell.

NGE wasn't really fun and games at the beginning. It was a take on shonen anime where the characters are actually have issues and not just a beacon of justice and friendship. While Morel Orel was satire mocking of Christians.
Morel Orel also didn't have that much of a fucked up ending. It was more depressing but overall bittersweet. NGEs wasn't fulfilling at all and was more of a final "Fuck you" to the audience from Anno. At least Morel Orel tried to please their audience. Especially with the bonus final episode with Doughy.
If anything, I'd say Morel Orel is more like PunPun, with the upbeat start and depressing but bittersweet end thing. But even then it's not a perfect comparison.
