It's something everyone has to some extent. There are other variables involved, certain shows have more or less variation in speech patterns, etc. Anime is also anime, people don't actually speak the way they do in real life--just like cartoon characters in the west don't speak like actual people a lot of the time.

I think that answered my question.
I do watch japanese films (not anime) with a couple of foreign buddies from time to time and I think some sound better than in most anime.
I think it's also how inflection works in their language, seeing as western languages tend to have a wider range on how to modify on how to say a word.

Anime voices are judged in a different way than normal. The most popular example for this is Hanazawa Kana. It's not a type of voice that you would normally hear from people and jap fans can even judge if VA have an "anime voice" or not.
It really is different sounding from normal conversation. A male example would be Sugita (Kyon from Haruhi) who has a peculiar type of voice. When asked for advice on being a VA, he said that the trick to getting roles is getting lucky and being capable of doing a unique voice that those who make anime want. There are people who have a huge vocal range but they often get hired to do the same voice that's unique to them because that's what people want. Extending that, they're not trying to sound normal because they don't get hired to sound normal.
In the RWBY jap version, Weiss has the rich spoiled girl voice, Yang has a playful older girl voice and Blake has the stern serious voice. Even on first hearing, people who usually watch anime can easily tell what their character type is like just from their voices which is why people say the casting was great (and I agree). It's just a different system than what you're used to.
