I mean it's implied that most of Blue Diamond's army had water powers of some kind or another (decorations on the sea spire, she's controlling water on the mural, lapis, etc.) So it's possible that with her coloration and ice powers sapphire might have been under blue diamond at some point.
Lapis said she "Never believed in earth" suggesting that at some point she may have been asked to by someone at some point. In addition, when Garnet found out about the mirror she completely freaked out. How often does Garnet act like that? And then after the rest of the gems gave up looking for her in Chil Tid, Garnet kept looking until she actually collapsed from exhaustion, despite the fact that gems don't even need to sleep!

Only because when looking at Organic gemstones, Lignite is the lest gem-like of them all. It's a soft, matte rock that's more like coal than anything. It lacks any sort of aesthetic value. Despite coal at least having the chops to be close to diamond in elemental makeup, lignite isn't even pure carbon. It's a useful material, but a terrible gemstone.

So, ignoring the "blue = they're related!" thing, what's stopping Lapis and Sapphire from building a variety of structures made of ice? Lapis forms the water into the desired shape, and Sapphire freezes it. Maybe all or parts of Homeworld are at sub-zero temperatures, and Lapis and Sapphires are responsible for the palaces and buildings which make up the land. Such architecture could make for some nice layout/background art, anyways.
