It's kind of hard to discuss this on /co/ because of all the autism and the counter-trolling this topic attracts, but in general the TMS episodes really were the better ones. They did the best animation work (they did the intro), they were also the most expensive, so the writers naturally gave them the best scripts they had.
The animation quality really matters to the physical gags. Here's some video comparisons:

You can easily find studio info on Wikipedia by the production code. Kon Ducky, Music Day, Love Disconnection, Tiny Toon Music Television (introduced me to They Might be Giants as a wee lad), Take Elmyra Please, and the Summer Vacation movie were all pretty fun and still look great. You can tell they had fun animating those.
The two non-TMS episodes I do recall fondly is Citizen Max (if only because it was a parody of Citizen Kane), and an episode where Plucky had to rush through his animation class final. Avoid all the ones with the Dodo.

The only original ones I can recall were Buster (I'd argue Babs is the Bugs clone while he's more "hip 80s/90's guy") and Shirley the Loon.
Everyone else, they're all exactly the same. Same personalities, if they didn't have their genders swapped they had the same voices, same basic shticks, what was the point?

Because they wanted to make a new generation of cartoon characters that were different from the previous generation. If they had the LT cast acting like the Tiny Toons, there would be an outrage from older fans. This allowed for them to continue on with that tradition but for the 90's with a new style of humour.
