Franklin Richards has been canonically setting the clock back so to speak since he doesn't want to grow up so everyone's individual time has been slowed because of his reality warping powers. It's why events like Captain America meeting Nixon are still considered canon. In reality they've been going at it for fifty years, but do to reality being in flux physically and mentally it appears to have been fifteen years.

I think that happened sometime around mid 90's when the writers didn't realize what they confirmed. The fact that writers can't help making jokers about the sliding timeline also technically confirms that their perception of time is skewed. Eg Captain America discovers wikipedia and figures it's inaccurate since it tells of his exploits with all of the RL dates on it when he's obviously only been around for a few years.

I unfortunately don't hvae that memorized but these two sites have lots of notes and screenshots concerning the inconsistencies in the sliding timeline. I swear it used to have a scan where Franklin implicitly was shown to but i didn't see it when glancing at it just now.
