He is a cold, murderous psychopath. A complete sociopath. He cares for no one but the laugh. The only reason he made Harley was to use her, and because it was funny to break her, and continues to be funny when he can crawl out of the shadows to rain terror on her.

Batman just throwing the Joker in Arkham doesn't even make sense anymore because it just makes Batman an accomplice to murder since they all know he'll just get out and murder innocent people again.

The latest issue of Batman.
There is an entire sequence in Arkham Origins where you experience Joker falling in love with Batman. This moment was also mentioned somewhere during Deaths in the Family, with Batman talking about how Joker's eyes changed with adoration when they became perfect enemies.

Pre-80's Joker is what I mean.
Its fine in a book like The Dark Knight Returns because its self contained and grimdark already, but it just doesn't make sense for the Joker to be killing hundreds of innocent people and nobody just putting a bullet in his head.
At least that one doppleganger Batman in Morrison's run tried.
