It's kind of obvious that at least in the beginning that Stan Lee hadn't sorted this shit out and that Don Blake was just a bloke who stumbled upon a stick that was Thor's hammer which gave him the power of Thor because he acted that way in the early issues, he would revert back to a regular human after being 30 seconds away from the hammer like Jane now does, plus the whosoever holds the hammer inscription gives the power of Thor to someone who is worthy spell.
He also saw himself as Donald Blake rather than Thor, especially since he tries to woo Jane Foster as Thor since he thinks she is in love with Thor and he's resigned to the idea that Jane will never love a man who is crippled. But when Jane tells Thor she loves Don it makes Thor really happy and excited and he flies around shouting "She loves me!" and proclaimimg that he's in love (which is also why the Don and Thor are different people retcon is kind of dumb).
Also Loki being his brother gets established way later on.
Heck the retcon you're talking about doesn’t happen until 100 or so issues later, Stan Lee was just following the classic hero formula when he did the comic except with a man who turned into a God, Don also would sometimes question what happened to the real Thir in early issues.
I honestly really liked the idea of an amnesiac Thor who never recovered his memories and thinks himself a human makes for a good what if and kind of tragedy story since Odin and Frigga never really get their son back, Sif and the Warriors 3 their best friend, and Loki is forever upset and angry that his brother will never know why he's pissed at him (and Loki also hated the idea of Donald Blake or that Thor liked to be in that form).

We don't know yet except that Aaron and Ewing have said that Loki holds no love for her like he does his actual brother and therefore isn't necessarily concerned about something truly bad happening to her but that she has his curiosity so he definitely wants to know more about her.
