What actually hapened is that these contracts actually lists exceptions and inclusions. They list characters that are not included with the "characters that debuted in FF/X-Men" clause like the Inhumans and Black Panther and additional characters that are included like Wolverine, Mystique or the Silver Samurai. They also list shared characters like Quicksilver or the Skrulls
