Nobody is giving anything anyway. An offer is an offer. If Toonami wants new things, Adult Swim better offer something nice for it. If the offer is good enough, Funi won't refuse it... Unless they're stupid. Or if they can't. Something appearing on their streaming service doesn't necessarily mean it's off limits for licensing unless there's some weird clause between the US distributor and the Japanese companies outright forbidding it. Some shows are web-exclusive and there isn't a damn thing anybody can do about it.
Getting the conditions just right to acquire a show, often, is like waiting for planets and stars to align. A block has to prove its merit to its network who has to deal with their parent company who has to deal with whatever company is in charge of a property, who in turn has to deal with the company in Japan who licensed them the property, who in turn has to deal with their own production partners and studios and whoever else was involved. It can take forever. There's a lot of hassle and red tape.
