Not to forget Doom also plays in political science which Reed often either stays out of or bungles in the case of Civil War. Doom also often is or is among the last bastion of humanity in many universes in critical condition.
People often don't take into account the multiple antagonistic agents, superhuman, supernatural and otherwise, actively working against Doom compared to Reed who has his share of issues but is assisted by a team of associates and other heroes yet seems to achieve less than Doom on the whole. Unfortunately whatever Doom achieves will eventually be knocked from his hands, or willingly thrown down in some cases, so in a way it always sums up to nil-nil on both ends.

An entire country is a headache to run, while Reed lives off of his royalties in an ivory tower, Reed is rich enough to have all the resources Doom has, only he doesn't have to lift a finger to get them.

Doom is smart enough to use magic correctly, and thats all that matters. Reed can be as smart as he wants technologically, but if he cannot bend the true material of the universe, then its useless.
