Goku is a mixed bag; its noted as SSG that he can destroy the universe with three punches.
Yet his power is entirely dependent upon Ki basically. If he drops his Ki low enough out of arrogance or foolishness, then even mundane items might damage him pretty decently.
His innate natural strength isn't top tier even though its more than human. Rather, using focus and training, he can enhance his skills to be universal class literally. He's quite adept at it, that much can't be questioned, since we've seen him block mountain breaking blows or more even when almost taken by surprise entirely. It takes way less than a second before he can get his defenses up, and once he has it up its not hard to maintain unless he's arrogant.
Apparently he's only getting stronger as well.
He's not perfect, but his power can't be questioned at least. There's no Superman outside of bullshit modes or levels, by which I mean there's no normal type Superman, that can shatter a universe. Despite having a lot of power, its made clear Goku still has his flaws and you could see him losing at times.

SSG is just something Goku can do now, ever sense he adapted to the power, so its not situational at least. Its something that's become part of his normal repertoire. Which is pretty much the one condition I added here. It needs to be something that counts within their normal selves, as in something they always have access to, rather than anything situational or cherry picked. Otherwise someone would say "Goku with the dragonballs vs Superman inside of the Sun".
