The problem is that the central joke gets way too old way too quickly, and then the episode just kind of runs off the rails to pad for time.
It's a lot like that Lonely Island song "Like A Boss". The idea's funny and clever at first, but isn't nearly enough. By the time Andy Samberg jumps out the window, the central joke's dead, and is being replaced by "do silly things until the song is over". This South Park episode is in the same boat.

Eh, that's just another shitty one that has to use some gimmick to stay relevant/funny. Sure all us fags get the joke and know what it is, and some devoted South Park fans will get it, but most of the people who saw it probably didn't understand the actual joke, and goddamn, did it take them long enough to get to that? It's either something too relevant like politics or something they're way too late on like that. The old SP had present day influences and shit but the writing and sort of tone was just different than it is now. It used to be kinda awkward and slow and it had swears and shit but now it's all the time, fast-paced bitching and shit. It's just not subtle anymore
