Just say that creating Kryptonian without a genesis chamber or natural birth is near impossible - which would explain why the destruction of the Genesis chamber was the end of Krypton. If Cloning Kryptonians was viable, then Zod could have just Cloned Faora/other female kryptonians and used them as baby factoriesor cloned the warriors on the ship.
