BEHOLD SPIDER-MAN'S WORST ENEMY
Octopus is like Silver Age Joker, he hates Spider-Man because he's always foiling his plans, and was basically the top dog of local villains.
Goblin is like Bronze Age Joker, just a total nutcase whose entire existence revolves around fucking Spider-Man.
Basically it's like if instead of reinventing the Joker for each era they just made a whole new character.
Doc Ock has a history of being a crime boss. He has a secret identity called the Master Planner. He is usually the one how puts together Sinister Six teams. I'd say as an outright CRIME related foe, Doc Ock is Spidey's #1 nemesis.
But Norman, in and out of costume, has been a much more personal threat to Peter. Norman then went on to be a Big Bad for the Marvel U in general.
The events of Superior Spider-Man kind of muddy the waters more though.
Doc Ock wins I think just by sheer amount of schemes and direct confrontations. Norman as the Goblin had a long period of being "dead" in the 80s and 90s during which Doc Ock was still very active.

Other than that, it's always been Norman to me. If you read some of the more classic stories, Otto was a nemesis, but the Green Goblin? He was an event. He was a pebble in the river that created constant ripples. His very appearance in Peter's life constantly impacts everything Spider-Man does, and challenges the very ideals Peter fights for. Norman is cold, calculating, powerful, and above all else has a tenacity and willpower only matched by Spider-Man. When Spider-Man and Dr. Octopus fight, it's a fight. When Spider-Man and GG fight, it's a goddamn brawl.
