How do you know? We know barely anything about how the rights work with this kind of stuff. The main thing we know is that there's SOME weirdness due to Quicksilver being in both Marvel and Fox movies, and that they don't show up as often as full Marvel characters. So it wouldn't surprise me if that has something to do with it.

Marvel Entertainment as a bunch of rules for characters. For example, back before the F4 embargo, if any game wanted to use the F4, all 4 of them had to be playable or none of them could be.
In the case of Quicksilver, devs on other games have said he has two rules:

The former means that it could cause him to upset balance or break the game if you already have characters going to maximum speed the engine can allow, the latter means that the character can't have a "walking" animation and has to always either be running at max speed or standing still. Those two combined makes him a very difficult character to add into games.

Other selectors will give you the full roster with some exceptions. Regular selectors won't include She-Hulk, Singularity or Grimm. Type-restricted selectors will only include that type (obviously) but WILL include those 3 characters if applicable.

Ultron is one of (if not) THE easiest to farm characters, I wouldn't use a selector on him ever. He has 3 story missions ( 9 BIOS a day) and a couple of special missions, one of which can net you ~20 Biometrics a day if you do it right. Don't use a selector on him.

I started MAA on Playdom the weekend of the gold glitch but since I wasn't level 12 I couldn't claim gold from the clan wars or whatever they were called. Yes but Avengers Alliance and Marvel Heroes were both made before the X and FF embargoes were put in place, so they got grandfathered in. Contest of Champions just barely squeaked in.
Unfortunately, Future Fight was made after so no X or FF characters in the game. We'll see if that changes once they start putting out Hellfire and Legion.
