When I was a kid I had kind of an anger problem. I was also very harmless and very much a weenie. When other kids picked on me and shit, I got mad at them for being allowed to do that by the authority figures.
One day we were all told to sit down in the library. I had been sitting in a chair just a few minutes ago, so I knew which chair was mine. Then a girl stole it. Instead of finding a new chair, we got in an argument about how that was my chair and she should find her own chair. That got me in a lot of trouble.
I thought I was gonna get suspended or something, but then a teacher I'd never seen before, I think he was a sub, came in and said not to get me in trouble. He took me to the gym and we walked laps together and he just listened to why I was mad and explained to me calmly why there were other options and I felt like an idiot but I also felt loved because he bothered listening to me at all.
Clarence sorta reminds me of that kid I used to be. Well meaning outside-the-box thinking dumb little Weiner kid that is technically popular but an easy target. He's not a retard, he is just having childhood adventures.

The episode where he shaved his head over losing a toy is the best example of him just not acting like a kid would act if they lost something.
If a child lost something they considered important, they'd cry, and be upset. They wouldn't become the troubled kid in school over it, though.
I've had personal experience that may explain why he might act that way, though it's a bit personal and lengthy;
When I was younger, specifically just when I got into school, I had a problem with defiance. The school didn't do anything about it, and my mom didn't like it. The thing my mother thought was weird, though, was that I'd be perfectly obedient and fine when I got home. The school goofed, and put me into emotional support in about fourth or fifth grade, when I decided to test even MORE boundaries by walking out the back door out of the school, and it did anything but help. I was surrounded by kids who had wife beating dads and drug addict moms. Kids who'd stab your eyes out with a pencil. Kids that screamed and yelled and swore when they were only in first, second, third and fourth grade.
They overreacted over every little thing, screaming or crying over their routines being changed or something ridiculous like that. Or being really, REALLY happy over stuff that you'd only smile at, like finding out there wasn't any work to be done last night and that your ass was saved from being mowed by a quiz.
Clarence might be one of those types of kids that overreacts to everything, even though he has seemingly no reason to. Even Sumo is more rationally minded than he is, and he lives with what could be considered a dysfunctional family.

Actually, I felt like that as a kid, when I see an early 2000's cartoon show on TV. I hate their appearance as I thought that only Japan can make good traditional animation except for Disney and Don Bluth.
