But Ozpin wanted somebody to be the guardian of Amber's power until they get everything sorted out, and there are still people who think he wanted Ruby. Even though Ozpin's description matches Pyrrha, they showed Pyrrha, and they've now briefed Pyrrha, they think she's a decoy and it's really Ruby.
They're less than a year into a 10+ year story. Ruby's going to be special eventually, but give it some fucking time.
