Bonus points: No buyable media or complete collections of any kind.
I think 'good show' is perhaps being somewhat subjective here, but I'll say Detention as it otherwise fits the bill.
Space Ghost: Coast to Coast.
Moville Mysteries has a DVD with an 'extremely generous' 3 episodes on it and though there are episodes on Youtube, many are low quality and almost all of them are in Spanish.
It hurts when the show actually looked really good, too.

Some seasons of Ed Edd n Eddy have some incredibly shit quality. Especially the specials.
Some episodes have quality rips while others are just impossible to find.
