You're forgetting that a proposal is just a proposal. She wasn't asking for a wedding then and there. She *knows* that it'd be impossible.
But a simple proposal? Even in hectic situations, it's not impossible.
Plus, this is probably an example of reverse irony, in that Felicity better knows the inner workings of Oliver Queen than we, the audience, do. Watch the scene again: she's not worried that their relationship is on the rocks. But she realizes that Oliver didn't propose because he figured Felicity might want out, due to the danger/stress of their jobs.
It's easy to be anti-Felicity in this case, but her point would be just as valid if the both of them were police detectives in Gotham. Of course their lives are going to be hectic, but you can find time. Of course their jobs are dangerous, but they both signed up for this. It's on Oliver for thinking Felicity wasn't all-in.
