I think it's a mix between the predictable humor and the blatant cruelty. The characters are marginals, they're poor, ugly and stupid. The audience can relate to them because the vast majority is exploited by the rich and powerful. Americans relate to blue-collar everymen and latinos relate to Don Ramon

To be more specific, I remember MTV used to air two dubs. The most well known one is the Venezuelan/American one, which I'll argue is very good.
The Mexican one only lasted a couple of seasons, and it's fucking atrocious. The voice acting is bad, it's heavily censored, and full of Mexican slang unfamiliar to the rest of Latin America. It's the one where instead of swearing the just say "móndrigos".

You're right. Chespirito was funnier when he was doing other characters, or when he was mocking literature classics. Maybe "la vecindad" was more popular because it was more appealing to children. We must remember that the whole show was adult oriented, but it was always children who ended up watching it.
