Freeze wants revenge and to cure his wife. The first is basically Heart of Ice and that can run thin, but curing his wife needs money or tech or to work for someone who has the first two. "Getting money" covers an almost infinite range of story lines. Plenty of Batman rogues have fewer inherent story hooks.
Taking Nora away adds nothing to the character. You might as well make Harley completely unconnected to the Joker or remove Ivy's connection to plant life.
