I know, right? Everything about his design seems so out of place. Like, he doesn't mesh with the art style at all. For reference, here's two of the PPG's classmates. Human characters (excluding the PPG who aren't technically human) are mostly drawn in the hallmark Hanna-Barbera style, with simple faces and body shapes.

I think it was supposed to be funny. Another case of the girls being more violent and destructive than was necessary. I don't need to argue that that was something the show tried to do jokes about sometimes, do I?

Legally speaking he did commit a crime, and does need to be detained. It doesn't matter if he "wasn't himself"; he did the crime so he's doing the time.

Realistically he would probably be held without bail until trial, and then plea insanity for a reduced sentence. Charges would also possibly be filed against the driver of the truck.
