A better time and I don't mean that in a "WOW MUH CARTOONS" way, it was generally a more positive time on the whole. You had some shit every now and then but that happened in other places, not America, where the worst that happened was pretty much Waco and Oklahoma City. You had navel gazing whining brought about by the grunge generation but it existed because things had been more or less going fine post-fall of the USSR (and a little before then) that they had to invent things to worry about. You had a good economy and New York City was cleaned up. You could also be a little un-PC without having to worry about lynch mobs coming after you. You generally had a cool future envisioned because of how rapidly tech was advancing as well.
That's not to say it's perfect, no time period is, but it was on the whole a hell of a lot better than it is now.
It's cliche as fuck but 9/11 really DID change everything. It completely wiped away what sense of underlying optimism (even if it was hidden under a veneer of cynicism) the '90s may have had. Combine it with Bush v. Gore which really blew open the political divide in the country moreso than it had been even under Clinton (and instilled in conservatives a "fuck you" mindset and in liberals a "everyone but us is wrong, we don't lose we're cheated" one) and Columbine kind of took our "innocence".
Again that's not to say shit wasn't bad in other parts of the world because it certainly was but from an exclusively American position shit was cash although a lot of what sucks about today was planted back during that time too like >>78013844 said.

Bush's second term was a little different after the initial shocks of 9/11 and Iraq had passed. Also he got a little softer and more willing to bend to Democrats when he didn't have to worry about reelection anymore. A lot of the things like the housing crash that Bush was accused of were mainly in his final two years when Nancy Pelosi sat in the Speaker's seat. 2006-08 were not quite like 02-04 at the height of the post-9/11 patriotic frenzy.

I was born at the tale end of '87, so I remember the 90's okay. It was a lot more relaxed than it is now. Grunge fashion clashed with neon colored and floral printed clothing. Popular music was either dark/depression/gloomy, aggressive dance music, or sugary pop. There was a lot of X-TREME advertising from shows to food to clothing. Cartoon Network aired old cartoons from the 40's-60's along with their original content. Nick had shows aimed at teenagers and a lot of sport/game shows series.
Beepers were a thing, payphones had lines, and there weren't massive closings of stores like Bradleys, Blockbuster, Radioshack, etc. The economy was also a lot better than it is now.

Actually the early 90s and it depended on the part of the country you lived in. The Pacific Northwest was particularly hit hard by Boeing layoffs with the Cold War being over; in fact the angsty Seattle music scene of the time had a lot to do with the depressed economic conditions there.
