Like Vicky said in Channel Chasers, she learned all her babysitting skills from the Dragon Ball Z parody.
More specifically, judging by her costume and Timmy's during the Maho Mushi sequence, she based her babysitting technique off how Piccolo babysat Gohan.
She's not actually evil without a cause; she's convinced that she's giving brutal training to Timmy so that he'll become a strong warrior who's able to save the world. And considering the crazy shit that goes down in some of the specials, she may or may not be justified.

Well, that's your headcanon, then.Although if you really want to be specific, one episode says that the real motive behind her evil was an evil bug stuck in her asshole.
Every 90's Nick show didn't actually happen, the main character was in a coma and just imagining everything. Everyone else is actually dead.
Star Butterfly doesn't really have magical powers, and isn't from another dimension. She doesn't really fight monsters, or have any kind of royal blood. Her parents were killed in a botched home invasion, her house burnt down, and she was a frequently abused orphan for many years. She made everything up to bury them, and is now stuck in the fantasy.
Marco's family adopted her, and he's been playing along with all of it ever since. The kids at school do too, and if they make fun of her, she just doesn't notice (or Marco kicks their ass). Everyone's in on it but Star.
It's all in her head. So she doesn't have to remember.
