That's a good question. Long Islands like Donald are certainly the most commonly eaten duck being widely domesticated and much meatier than American Blacks like Daffy. Daffy is a good straight man and if paired with the right character (Marvin the Martian, Bugs Bunny, Porky Pig), he can turn an okay joke into a great joke simply with his personality. We know him by his modern characterization as a greedy bastard, but earlier he was just as good as the crazy duck singing "When the Merry-Go-Round-Broke-Down"
Donald is not really funny on his own, he's just an easily angered duck and that's it in most animated shorts, and he needs a good setup. If the situation is funny enough, Donald's anger towards it is funnier. But if Donald gets angry too quickly, he's more of an antagonist than a comedian.
And, well, you can't talk about Donald without mentioning the fucking comics, but that's not something even comparable to Looney Tunes; it'd be unfair to both. Personally I prefer Scrooge to Donald, and rather see the Donald in small doses.
So Daffy is best.
Disney's quality is rather sporadic when it comes to old animated shorts.

Nope. If you can believe it, Mickey was considered too sacrosanct to put in an adventure cartoon. It might damage his image, the thinking went, to show him in an actual fight. And Disney didn't want a Mickey cartoon with what they (then) perceived as mediocre DuckTales production values.
The later MouseWorks was permitted not because Mickey had less to do, but because it was perceived as similar enough to old-time Mickey animated content to be "respectful" to the icon.
Mickey is in so many good comics that you can already imagine what a good series would have been like, and we never got it.
