Prymarics with personalities are made by going through the khert fishing for what you need, sensory data, emotions, etc, and finding what you need comes down to luck of the draw. Duane has a life, a sordid past, a family, war flashbacks, and a whole set of hard earned skills.
It's not like in RvB whereChurch's past was vague and unmentioned for most of canon so it was easy to imagine it was incomplete, Sette got a backstage pass into several full days of Duane's life.

And there's also the question of why a weapon in a War between Creace and Alderode would have reasons to not 100% believe Alderode was right, but also hate Creace. There's complexity and then there's being straight up needless complicated.
