This is something they had to make-up for the toyline because kids have already bought the Man of Steel toys and the costume in that is basically the same as that in BvS.

Is Jon Peters somehow still involved in this? I noticed Man of Steel seemed to conform to a lot of his Superman Lives demands, notably polar bears and a giant spider (world engine).
I've also noticed Hollywood hates wasting material from old screenplays no matter how shit it is so I wouldn't be surprised in the slightest if this is the Eradicator/K/whatever from Superman Lives, just like how Terminator Genisys recycled tons of ideas from scrapped drafts for Terminator 3 and Terminator 4.

If you've already paid a couple of million to artists, directors, and even actors who were then not used but had to be kept free to make your movie if it got funded, it's bad practice to start over completely. Nobody's seen the bulk of your dev work anyway, so you might as well salvage whatever you can; and of course, even if you do start over any creative team worth the time is going to learn everything they can about not only what has worked, but what was projected to work, what scripts made it closest to getting made, that kind of thing. So it's always going to echo back on itself.
